Named after Rome, designed as a garden city — and not officially a suburb until 2001

The name "Seven Hills" appeared on maps as early as the 1890s, when the "Seven Hills Estate Co." used it for a proposed subdivision — the name borrowed from a goldfields area near Creswick in Victoria where one of the landowners had invested. The seven actual rises in the area were later given their Roman names in 1925 by developer Robert George Oates: Palatine Hill (Amelia Avenue), Capitoline Hill (Amelia Avenue), Quirinal Hill (Quirinal Drive), Aventine Hill (end of Aventine Street), Caelian Hill (end of Caelian Street), Viminal Hill (Viminal Crescent) — and Esquiline Hill, which technically sits just over the border in Camp Hill. A seventh local rise, Lilian Hill, has its own distinct name.

The War Service Homes Commission acquired the estate in 1920 and designed it as a "garden estate" — an urban planning concept discussed at the second Australian Town Planning Conference in Brisbane in 1918, at which the garden city movement was enthusiastically debated. The curved streets, garden character and Roman-inspired naming (including street names like Appia Avenue and Servius Street throughout the suburb) all reflect this 1920s planning vision. The Commission sold the estate to R.G. Oates Estates Ltd in 1924, and development proceeded through the post-war years.
